Data for Policy 2024 Conference invites special track proposals that explore the future of decision-making and governance with AI.  Accepted special tracks will complement our standard tracks expanding the specific theme focus of this edition, and will aim to generate a set of peer-reviewed papers to be simultaneously considered for publication in the open-access journal Data & Policy (Cambridge University Press). Special track chairs will also have the option of continuing to develop publications after the conference by acting as a Guest Editor of a special collection on the same topic with Data & Policy.

We have posed the overarching theme, Trustworthy Governance with AI?, as a question to provide room for special track proposals centred around two conversations. Firstly, what are the emerging capabilities, use cases, and best practices enabling innovation that could contribute to improved governance with AI? Secondly, what concerns are being raised regarding these advancements in areas such as data, algorithms, privacy, security, fairness, and potential risks? For both discussions, we invite proposals that delve into the role and capacity of governance in preventing AI-related harms and explore the potential for governance to generate added value through responsible AI deployment. We invite researchers, practitioners, and policymakers to join us in charting a path towards more trustworthy decision-making and governance with the transformative potential of AI. We are seeking special track proposals that transcend boundaries, from cutting-edge generative AI technologies re-shaping government-citizen interactions to enhanced surveillance capabilities that influence centralised power dynamics. In a world where AI-powered technologies are becoming integral to critical decision-making processes, it is time to chart a new course.

We welcome special track proposals covering a wide range of topics, including but not limited to:

    • AI applications for policy formulation and implementation;
    • Impact of Generative AI on public service delivery and citizen engagement;
    • Machine agency in governance and decision-making;
    • Human-AI collaboration and decision-making in governance;
    • AI-driven decision support systems for public administration;
    • Legal and regulatory frameworks for AI in governance;
    • Safety, transparency, fairness, accountability, and trust in AI-driven decision-making;
    • Data and infrastructure technologies working in tandem with AI to transform decision-making in governance (chatbots, platforms, distributed ledger systems, digital twins, augmented reality, etc.);
    • Governance models and frameworks for effective utilisation of AI options in decision-making processes to enhance good governance practices.

Special track proposals should aim to attract a series of full-paper submissions (up to 6000 words), which will undergo our rigorous integrated peer-review process for presentation at the conference and subsequent publication in the prestigious open-access Data & Policy journal, published by Cambridge University Press. Data & Policy is indexed in Web of Science, Scopus and the Directory of Open Access Journals with 2022 Impact Factor 2.6 (Journal Citation Reports).

The special track chairs in consultation with the conference management team will be responsible for managing the peer-review process for their tracks. Special track chairs will also have the option to continue generating further publications in standard journal article types after the conference. Our conference also offers various multimodal dissemination formats, including pre-prints, videos, and full-paper publications, to maximise the impact of work presented at our venues.

We encourage interdisciplinary special track proposals that combine perspectives from academia, industry, and government, showcasing innovative research, case studies, and practical experiences in the field. Each special track should have a clear focus and aim to generate stimulating discussions, foster collaborations, and contribute to the advancement of knowledge and practices at the intersection of AI and governance.

Special track proposals should be led by a special track chair as the primary contact and should provide an overview of the proposed special track (max 1000 words), co-chairs (if any), topics to be covered, alignment with the conference highlight theme, any partnering institutions, plans for circulating the special track call to relevant communities and networks, and strategies for securing peer reviewers to meet decision deadlines.
