Countries’ Positions About AI Regulation – Singapore Thinks It is Useless

Singapore is adopting a cautious approach as it contemplates the risks and regulations surrounding artificial intelligence (AI), diverging from other governments engaged in deliberations on this issue.

According to Lee Wan Sie, the director responsible for trusted AI and data at Singapore’s Infocomm Media Development Authority (IMDA), regulating AI is not currently a top priority for the organization. While promoting and regulating the country’s communication and media sectors, IMDA is focused on fostering responsible AI use.

To this end, the Singapore government is encouraging collaboration among companies to develop the world’s first AI testing toolkit known as AI Verify. This toolkit allows users to perform technical tests on their AI models and document the verification process. The emergence of the highly popular chatbot ChatGPT, renowned for its ability to generate humanlike responses, has fueled discussions surrounding AI. Within a short period after its launch, ChatGPT amassed a staggering 100 million users.

Despite the global clamor for governmental intervention to address the potential risks associated with AI, Singapore is inclined to observe and learn from industry practices before considering regulatory measures. Lee affirmed the government’s intention to collaborate closely with industry players, research organizations, and other governments, acknowledging the limits of their knowledge as a small country.

Haniyeh Mahmoudian, an AI ethicist at DataRobot and an advisory member of the U.S. National AI Advisory Committee, commended the cooperative efforts between businesses and policymakers.  She emphasized the importance of industry input in the creation of regulations, as the perspectives of policymakers and businesses sometimes diverge. The collaboration and development of toolkits, according to Mahmoudian, bring benefits to both sides.

Leading technology giants such as Google, Microsoft, and IBM have actively joined the AI Verify Foundation, a worldwide open-source community dedicated to the discussion of AI standards, best practices, and collaborative governance. Microsoft’s president and vice chair, Brad Smith, commended Singapore’s leadership in this field, highlighting the practical resources provided by the AI governance testing framework and toolkit.

China has already drafted regulations to oversee the development of generative AI products like ChatGPT. Stella Cramer, who leads the APAC division of Clifford Chance’s tech group, proposed that Singapore could potentially assume the role of a regional “steward.” This would involve fostering innovation in a secure environment, according to Cramer’s perspective.

Clifford Chance collaborates with regulators on guidelines and frameworks across various markets, and Cramer noted a consistent trend of openness and collaboration. Singapore is perceived as a jurisdiction that provides a secure space for testing and implementing technology with regulatory support in a controlled setting.

Singapore has initiated several pilot projects, including the FinTech Regulatory Sandbox and healthtech sandbox, allowing industry players to test their products in live environments before market deployment. Cramer asserted that these structured frameworks and testing toolkits will contribute to the development of AI governance policies that promote safe and reliable AI for businesses.
