PLM Asphalt & Concrete LLC and Rocky Mountain Excavating (RME) have merged to become Elite Surface Infrastructure (ESI). This transaction directly benefits existing customers in private, commercial and federal sectors who can now access a greater breadth of resources and capabilities.

Both companies have offered comprehensive civil construction services for over 20 years, serving clients as trusted general contractors, construction managers, and members of the design/build team and subcontractors. Today ESI is the largest non-material producing company in Colorado that self-performs civil construction and asphalt and concrete maintenance for commercial, municipal and government projects.

This merger provides an optimal combination of RME’s Asphalt, Concrete, and Earthwork and Utilities departments with PLM’s Concrete, Asphalt and Maintenance departments. These are now housed under two comprehensive Construction and Maintenance departments.

The Construction Department provides underground utility and pipe installation; earthwork; asphalt paving and grading; site and structural concrete; and general contracting services.

The Maintenance Department provides various maintenance-related services, including infrastructure repair, infrared patching, milling, asphalt crack sealing, seal coating, removal and replacement (R&R), paving and striping, and snow removal services for commercial and industrial properties.

The combined team offers the talent, expertise and resources, which makes ESI distinctively nimble and flexible. Every project is backed by a management and estimating team with over a century of combined experience. The company also boasts 300 skilled field employees and its own fleet of advanced heavy equipment, which uniquely positions ESI to meet budgetary requirements and project deadlines on or ahead of schedule.
