Parliamentary Commissioner for the Environment Simon Upton has told a select committee that two key pieces of legislation in its climate change adaptation plan are unlikely to provide an enduring framework that protects the environment.
In his submission to the Environment Select Committee on the Natural and Built Environment Bill and the Spatial Planning Bill last Friday, Upton said replacing the Resource Management Act with the two bills would not necessarily improve the state of the environment.
