As reported (paywall) by the New York Times, New York intends to reserve its first retail licenses to sell marijuana for people convicted of marijuana related offenses, or their relatives. The policy is part of the Marijuana Regulation and Taxation Act’s (MRTA) social and economic equity plan, which Simon Malinowski wrote about in this blog
The National Institute on Drug Abuse (NIDA), which is the leading federal agency that is in charge of research on drugs including cannabis, as well as any effects they may have, just expressed interest in federally funded studies on the various consumption methods and regulatory frameworks in the United States.
Constitutional Court President Giuliano Amato said that the country would have found itself in a compromising situation if the bill had been approved. Italy is a party to several international bodies and is obligated to maintain specific laws. The measure's multi-drug scope would result in a direct violation of these international laws.
