This week’s changes to border procedures

As of 12:01 a.m. EDT on July 5, travellers who are fully vaccinated against COVID-19, arriving by land or air, who are eligible to enter Canada and who comply with specific criteria, will not be required to quarantine or complete a day-8 test. In addition, fully vaccinated travellers arriving by air – who are eligible to enter Canada and who comply with specific criteria – will not be required to stay at a government-authorized accommodation (GAA) to await their on-arrival test result.

To be considered fully vaccinated, travellers must meet ALL of the following requirements:

·        be eligible to enter Canada

·        have received the full series of an accepted COVID-19 vaccine or a combination of accepted vaccines

·        have received your last dose at least 14 days prior to the day you enter Canada

·        take a COVID-19 molecular test before your arrival to Canada

·        upload your proof of vaccination in ArriveCAN

To be considered fully vaccinated, travellers must have received the full series of a COVID-19 vaccine — or combination of vaccines — accepted by the Government of Canada, at least 14 days prior to entering Canada. Currently, those vaccines are manufactured by Pfizer, Moderna, AstraZeneca/COVISHIELD, and Janssen (Johnson & Johnson). Travellers must provide proof of vaccination in English or French (or a certified translation). Travellers can receive their vaccine in any country.

Fully vaccinated travellers who arrived before 12:01 a.m. EDT on July 5 were not eligible for these exemptions from some testing and quarantine requirements. This means that travellers who returned to Canada before July 5 must continue and complete their 14-day quarantine and day-8 test. 

The updated ArriveCAN app and website are also now available for travellers to Canada. Travellers must use the most up-to-date version released on July 5 in the Google Play Store and the App Store for iPhone. If travellers are unable to enter their information themselves, they can have a friend or family member enter the information for them.

A reminder that there are no changes for travellers who are not fully vaccinated. They are still subject to the mandatory 3-night stay at a GAA (if arriving by air), a 14-day quarantine, all testing requirements (pre-arrival, on arrival/day 1 and day 8) and the mandatory submission of information via ArriveCAN before arriving in Canada.

Before heading to the border, travellers should inform themselves and fully understand their obligations by ensuring their eligibility to enter Canada and reviewing the COVID-19 vaccinated travellers entering Canada web page. Travellers should also confirm that the vaccine they received outside of Canada is one that is eligible in order to be exempt from the GAA, quarantine and day 8 testing.

Discretionary (non-essential) travel, such as tourism, to Canada by foreign nationals (including the U.S.) is still prohibited. In addition, Canadians are reminded that now is not yet the time to travel. If they do, they need to be aware that arrival into Canada is going to be very different from what they were used to before the COVID-19 pandemic. Pre-entry and on-arrival public health and testing requirements mean it will take more time to process travellers.
