The state cannabis management office is rolling out its new rules.
Nine new licenses are available under the Marijuana Regulation and Taxation Act.
Cannabis use will be allowed at retail dispensaries and on-site consumption lounges. Revenue from the cannabis market will go to non-profit organizations in communities hurt by past cannabis laws, substance abuse disorder treatment programs and education efforts.
Those who have previous marijuana convictions will have them cleared.
“The law sets the goal of working to undo the harms caused by the disproportionate policing and mass incarceration of Black and brown communities during the decades when cannabis was illegal,” said Tremaine Wright, Cannabis Control Board chair. “For example, the last full year before the MRTA was passed, 90% of those arrested in New York City on marijuana charges were people of color.”
